I started as a GS-5 contract specialist intern in a small remote office, and my aspiration was to one day grow to the highly coveted GS-13 position. I guess you can say my goals changed over the years.
The talent, expertise and professionalism of people of the Navy, whether in uniform, civilian or our industry partners, are unrivaled. Their dedication to service is why the Navy is able to design, acquire, maintain and modernize a fleet capable of dominating the world’s oceans while simultaneously providing compassionate humanitarian relief to people in need.
During my time at Naval Sea Systems Command from 1985 to 2008, I watched these same Navy civilians and military personnel endure over a decade of civilian personnel downsizing while acquisition programs increased to unprecedented numbers and levels of complexity. Spanning over 33 activities worldwide the men and women of NAVSEA tirelessly strive every day to accomplish goal of assuring the sailors and airmen of the Navy are equipped with the resources needed to successfully carry out their mission.
Bourbeau is assistant deputy chief of Naval operations for manpower, personnel, training and education.
