DARYL W. KADE

I have had the privilege of working in a small agency — the Substance Abuse and Mental Health Services Administration — and seeing it grow and mature since its creation 16 years ago. As a senior manager in the central office, I have seen the organizational construct shift to a more decentralized approach as each program component assumed more responsibilities for policy development and program administration.
This required a good deal of flexibility — and humility — to shift my role from an implementer to a facilitator. The job was no less critical but required constant goal redefinition and experimentation with alternative communication and management styles with peers and staff.
In the true spirit of the Senior Executive Service, I learned the value of agility, not to sweat the small stuff, and to fight hard together for the things that really matter for the people we serve.
Being a parent of a child with learning disabilities, I am particularly proud to have been part of the coming of age of this agency.
Kade is director of the Office for Policy, Planning and Budget, Substance Abuse and Mental Health Services Administration, Health and Human Services Department.
