Q. I am thinking of moving to another state. My state has a locality pay of about 25 percent.  The state I would like to move to does not have locality pay. Will I be able to negotiate to keep my same salary that includes the 25 percent?

A. No.

    You should at least mention that every one of the continental states has locality pay. While he may lose the regional specific locality pay, he will pick up the Rest of US locality adjustment.

    If he moves outside the continental US, he’ll pick up the regional COLA.
